It looks like he was trying to run after someone on foot, moved towards the ice to avoid running into a pedestrian in the street (you can see there were people in the middle of the street) and busted his ass because he didn’t realize there was black ice right there. You can see a guy run out of frame right as they pan up from him hitting the ground, so I’m guessing it was someone they were pursuing.
