The only way Lemmy works is by sharing all of that data with all of the other federated instances. With your own instance you can choose whether or not to ingest all of that data.
And the point is that you wouldn’t know whether an instance is owned by the feds. There doesn’t even have to be any activity on the instance. Literally anyone can do this at any time and no one would know.
