      No, not even half, it was decided by 1/4th of the voting population. 2.4 million voters registered in Oklahoma and only 630,085 voted on this state question.

      348,914 against
      281,171 for the proposal

          Honestly, its hard to say for sure but they do have early voting on the Thursday, Friday, and Saturday preceding the Tuesday election, so there seems to be ample opportunity aside from just the election day for people to vote if they want to.
