Correct me if I’m wrong, but I seem to recall that US government structure has all police technically under the purview of the executive branch. It’s what allows the big boys to put in those mandatory reviews or ‘agreements’ with cities that are actively fucked up, right?

Other police forces (though excessively militarized) are not lead by and loyal to the executive branch, nor are they funded through special means.
