Reform is a dead end, but the alternative is to start a fucking war and leave thousands dead and millions displaced, if the asymmetric warfare of the 21st century is anything to go by. Even if you start with nonviolent means, like a general labor strike or civil disobedience, the establishment will introduce violence in an attempt to force people back to work.
