Operation Paperclip was real but the CIA wasn’t founded by (German) Nazis. IIRC NATO had ex-nazis in its founding but they were like Wehrmacht or politicians not SS.
Now the CIA did organize former SS agents in West Germany to act as terrorists/partisans should the Soviets invade in the German version of Operation Gladio.
You’re possibly confusing the CIA with the Gehlen Organisation, set up by US intelligence in the US zone of occupation, with the eponymous head having been head of Wehrmacht military intelligence for the Eastern Front. It later was absorbed into the BND (W German intelligence).

I love that operation paper clip is so well known. I remember when it didn’t have a name and the suggestion itself was a “conspiracy theory”
The problem is that Operation Osoaviakhim is not well known.
Operation Paper Clip was one out of hundreds of operations during that time that imported thousands of Nazis.
